Opening Ceremony of Irregular Migration Management Certification Program Held in Ankara

The opening Irregular Migration Management Certification Program ceremony organized by the Gendarmerie and Coastguard Academy took place in Ankara on May 16, 2022 within the framework of the joint action European Union – Council of Europe »Strengthening the protection of the human rights of migrants and victims of human trafficking in Turkey.”

350 participants from the General Command of the Gendarmerie, the Gendarmerie and Coastguard Academy and FIEP member states, as well as representatives of the Council of Europe Program Office in Ankara gathered at the occasion of the event.

Underlining the important role played by Turkey since the outbreak of the refugee crisis in 2015, Cristian Urse, Head of the Council of Europe Program Office in Ankara, underlined that Turkey, which was traditionally a country of “origin” and “transit” for migration, is now also a country of “destination” due to these developments in neighboring countries. He also stressed that international cooperation and solidarity are essential to find solutions, given the complex and cross-border nature of irregular migration.

Fatih Arslan, Director of the Continuing Education Center Command, gave an overview of the certification program which is expected to last two weeks and thanked the Council of Europe Program Office in Ankara for their support in organizing the event.

Halis Zafer Koç, Deputy General of the General Command of the Gendarmerie, gave an overview of the phenomenon of irregular migration and migration management in Turkey and the important role played by law enforcement agencies in this regard. Emphasizing the importance of awareness raising, capacity building and cooperation with relevant partners at national and international levels in the management of irregular migration. Mr. Koç expressed his gratitude for the financial and expert support provided by the Action “Strengthening the protection of the human rights of migrants and victims of human trafficking in Turkey” for facilitating the organization of the program and thanks the action team for their cooperation and support. .

The action “Strengthening the protection of the human rights of migrants and victims of human trafficking in Turkey” is implemented within the framework of the joint European Union/Council of Europe program “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
